This is a gorgeous, silverplate, ornately etched, walled tray. It is gorgeous. It is marked Oneida, USA. It looks to be good for its age with some age scuffs, etc (please see pictures). It measure approximately 12 3/4" Dia

This item may have minor scratches and scuffs, and age-related dirt or could use a good cleaning (though I saw nothing of note please see the pictures).
All metal items will need a good cleaning as I don’t clean them as the cleaner doesn’t agree with me.
